As the head of a bandit organization in Emberfall, Horton was willing to help the Many Pennies get access to a temple of Sallius he couldn’t find his way through. He let them in for a reasonable price and tried to extract a little extra out of them when they arrived at the treasure room. He called for the Many Pennies to help him when he ran into hot water with the King of Thieves, getting them into a fancy party for a heist of his belongings before he disappeared on the open ocean from the docks of Emberfall. He’s a shady dude, but he has always been good to the Many Pennies.
