The Court of Beggars is largely a Varina based operation, but as they operate extra-legally, they don’t really answer to any of the viscounts when it comes to their operations. Agents of the court are all over the regions. Finding out their goals and intentions is difficult, not only must one know the right people to talk to but they have to penetrate the levels of subterfuge inside the organization. That means that there are a hundred different versions of what the court of beggars are and what influence they have, but there is an undeniable link between the Court of Beggars and the underprivileged in Varina and the empire at large.
